Diplomats / Officials / International Organization Representatives and their family members
Persons on diplomatic or consular missions or under International organizations, or representatives of
foreign governments or agencies performing their duties in Thailand, or any other persons in
international agencies, that the Ministry of Foreign Affairs gives permission pertaining to necessity,
including their spouse, parents, or children.
1. Certificate of Entry
Effectively from 1 November 2020 onwards, members of Diplomatic Missions, Consular Representatives and International Organizations (DCIOs) who wish to enter Thailand are advised to submit their COE applications directly through Thailand’s COE Registration System at :
Please note that the documents required, including the Note Verbale, remain unchanged and must be uploaded when applying online. Please also note that the online system is for the issuance of COEs but is not the visa application.

Diplomat / Official / UNLP passport holders who wish to change the flight or ASQ and need a new COE should contact Visa section to request for the new COE at :
Step 2 – Online e-Visa Application
The applicant who does not have a valid visa or re-entry permit must apply for a visa by:
1) complete the Online e-Visa Application “Click here”; and
2) upload the following documents in PDF format :
1. Official Note
An official Note issued by the Department of State or International Organization.
An official note from DOS is applicable during this time.
A note from DOD or other U.S. agencies will not be applicable.
A letter from the Embassy or IO affirming a responsible for healthcare or medical treatment expenses including COVID-19.
3. Alternative State Quarantine
A confirmation of booking of Alternative State Quarantine. List of the ASQ at www.hsscovid.com
4. Other required documents – Other documents that the applicant submitted through an online application.
4.1 Diplomatic passport and one copy of your passport with validity not less than 6 months.
4.2 Two passport-size photographs (2″x2″) (photocopy or photo taken from Photostat will not be accepted).
Photographs must have a light color background with a full- face view of the person without wearing a hat or
dark glasses and covering up shoulders. Photos must be taken within 6 months.
4.3 For a non-US citizen, official letter issued by applicant’s Embassy certifying the identity of the person concerned
and his/her purposes while residing in the Kingdom.
4.4 For UN Laissez Passer and non-US citizen , a copy of US visa or resident permit card.

Step 3 – Submit the e-Visa Application slip and Passport
Upon completion of an online visa application from the applicant, the Royal Thai Consulate-General, Los Angeles will review the application.
The application must submit the e-appointment slip with barcode reference no. and Passport to the Royal Thai Consulate-General by mail (only) / No walk-in allow, together with Self-addressed return envelope
– by these following mail service USPS (US Postal Service) or Express Mail Service
– use only flat rate mailing envelope with postage stamp.
(Metered stamps is not accepted)
Please write your name clearly and record your tracking number of return mail for future reference.
We will not provide tracking number information.

Step 4 – Download ” ThailandPlus Application “
Step 5 – At the departure airport
The approved applicant is required to present :
A “Certificate of Entry into the Kingdom of Thailand” received from MFA COE online system.
A “Fit to Fly Health Certificate” issued no more than 72 hours before departure.
3. COVID Test
A Medical certificate with RT-PCR laboratory result indicating that COVID -19 is not detected.
A Medical certificate should be issued no more than 72 hours before departure.
